Robin's suggestion was very good and there are many other little things that
can be said or done to create the proper atmosphere. Controlling the music is
an excellent way. Don't play tandas or sets.

-If you are organizing it and it is relatively new, you could also make an
announcement at the beginning of each one that this is for practicing so rules
of etiquette like following the line of dance are flexible and people should
feel relaxed about just working on things in the middle of the floor, no matter
what level they are. Don't feel self conscious about stopping or practicing
your ochos.

If you are going to a practica, make sure you practice and not just dance.
Too few people really work and practice over and over. This is precisely where
you should do it, not at the milongas.
