David says: "However, the country waltz is a progressive dance and is
sometimes danced to rather fast music. It is danced on the outer or fast
line of dance.
David"

I entirely agree, I used to dance Country-Western almost every night but
finally I sucumbed to tango and lost interest in the other dances.

To be more precise:

The outer line is for progressive dances such as the "Two Step" and
"Country Waltz".

The internal line for dances that progress and stop such as many partner
(side by side ) dances, and
the Center is for more static dances such as line dances and semi static
dances such as swing, chacha, etc.
