I have contacted the japanese scientist , Dr. Kosuge , that created the robot waltzer . He gave me some explanations about the purpose of his project , I think you would like to share this information

Thank you for your interests in our robot.
(1) Technical details will be presented at IROS2003(International Conference
on Intelligent Robots and Systems) in Lasvegas in October.

We could not unveil the detail at this moment.
(2) I have no experience in dancing walts. The robot could not move so fast, and
tango is not easy for the robot at this moment.
We are developing this robot to understand human-human interaction/communication
mechanism and to synthesize it as human-robot interaction.
The mechanism designed for human-robot interaction could be utilized when
designing man-machine systems.
