That's exactly what took place this year. Months before the qualifying
rounds began on August 13, pre-championships were held in other countries.
The program lists the following cities where pre-championships were held
from April through July: Bariloche-Rio Negro, Cordoba, Resistencia-Chaco,
Rosario, Argentina; St. Petersburg, Russia; Ferrara, Italy; Benalmadena,
Spain; Medellin, Colombia; Montevideo, Uruguay; Santiago, Chile; Brazil;
Tokyo, Japan; Sydney, Australia. The winners represented their country in
the championship semifinals.
