Subject: Practicas vs Milongas
The subject is: how to keep practicas from turning in to milongas.
I don't think one needs to worry about keeping practicas from turning into milongas. Certain portions of the dance floor can be set aside for practicing specific steps and and the rest for general practice. It's often hard to distinguish general practice from milonga dancing and general practice is necessary for developing musicality or welding various steps and figures together into a smooth and seamless whole in preparation for the milonga floor. Without this general practice, people might end up doing their general practice at a milonga where everyone seems to agree it shouldn't be done.
Practicas I'm familiar with don't organize music into tandas like you would find at a milonga.

I think the most important thing is to keep the floor un-crowded. When the
floor gets so crowded that it borders on being dangerous to stop in the
line-of-dance to work on a step, which should be permissible at a practica,
then it de facto becomes a milonga.
