I come to think that the statement above is relative and not absolute. I
think is more like discerning perfumes or scents, which are meant to appeal
to the senses and emotions. One may find it lightly or strongly in some
people some or all of the time.
Argentine dancers in numbers:
Have read that the regular Tango dance community in Buenos Aires is
estimated to be around 2,000, and perhaps about 200 (10% of the total) are
good dancers. Furthermore, it is estimated that only 10 - 20 dancers
contribute to the Tango dance by creating and improvising new stuff. I
think we are talking about a very selective community of dancers, and
chances of replicating a community of this size outside Buenos Aires at the
same the level of skill would be improbable unless tango dancers can be
cloned and transplanted to other places.
I learned to see people dance tango in various degrees of competency rather
than saying some have it and others do not.
