I have been looking for a web-based software to enable uncoupled event
registrants find their partners by themselves via the software. Does anybody
have any idea ?

I know of no online service devoted exclusively to A. tango partners.? There are a number of general dance partner sites, though (try googling "dance partner" ). The one with which I'm most familiar is https://www.dancepartner.com.
