Gary, you describe my experience with close embrace. Yes arms are helpful,
however they are not required.

to the my left or my right along with my chest I slightly lift my right hand
on her back to indicate this syncopation."

Sergio, I do not lead syncopated steps with my arms/hands. Due to
chest-to-chest connection I do not have to. By the way the first example you
give is one of my favorite shuffle steps - no arms are invoved when I lead
it.
